
Bylaws Committee - 2002 Annual
Report
October 17, 2002
The strategic plan calls for this committee to ensure that the Southern Chapter
bylaws are in compliance with MLA model bylaws. The executive committee approved
the changes at the last annual meeting. The bylaws were rewritten and sent to
MLA for approval. MLA approved the changes, and a notice of the changes were
included in this year's annual meeting registration packet. After discussion
at this annual meeting, a ballot containing the changes will be mailed to each
member.

Communications Committee - 2002 Anuual Report
October 15, 2002
A vacancy currently exists for the position of Web Co-coordinator. An advertisement
was submitted to the chapter, and only one response was received. Due to personal
and professional reasons, this candidate later recanted. Tremendous credit must
be given to Pat Higginbottom who consistently did an outstanding job as the Web
Coordinator. Pat has resigned from this position, and her resignation was accepted
with great regret.
This year, the Southern Expressions editorial team began with the appointment
of Kay Hogan Smith and the reappointment of Sondra Pfeiffer. Their report follows
below.

There were three Southern Expressions issues published in 2002, including a double
Winter/Spring 2002 issue at the beginning of the year. Submissions have been
readily forthcoming from members, and we have begun including some informational “Internet
Resources” article submissions, including one covering online resources for medical
education and another detailing the full text books included in the NCBI Bookshelf.
Expenses for the last two Southern Expressions issues (Summer and Fall)* include:
- Printing - $1186.70 (400 copies of each newsletter issue)
- Envelopes - $61.28
- Postage - $605.08
TOTAL Expenses - $1853.06

Governmental Relations Committee - 2002 Annual
Report

The Governmental Relations Committee (GRC) filled out its membership with the
addition of Rae Jesano (Florida), Roz McConnaughy (South Carolina), and Ross
Bowron (Tennessee). We were unable to obtain an active member from Puerto Rico,
but the email addresses for members in PR were added to Connie's distribution
list so that they will be kept informed of activities of the GRC and ALA action
alerts in Washington, D.C.
A replacement for Mary Lynch from Georgia will be needed unless she decides to
continue in this position for another 3 years.
Most of the ALA action alerts and MLA's response to the activities this fiscal
year can be viewed and summarized by clicking on the following website http://www.mlanet.org/government/index.html.
This link will take you to the MLA Governmental Relations Information Issues
and Policies website. From this site you can link to issues and statements concerning
civil liberties, such as the USA PATRIOT act, the Intellectual Freedom and Copyright
legislation, funding, technology and telecommunications. By clicking on the Legislative
News link you will see MLA's statement from June 2002, on the challenge to the
Sonny Bono Copyright Extension Act.
Two articles were submitted and published in Southern Expressions:
- "Capital Hill Legwork," vol. 17, no. 4, Fall 2001
- "Eldred v. Ashcroft : copyright extensions challenge," vol. 18, no. 1&2,
Winter/Spring 2002
Eldred v. Ashcroft is being heard by the Supreme Court during October, 2002,
so more will be reported after a decision has been reached.
Connie was able to attend MLA in Dallas and sit in on the Governmental Relations
round table discussion. She met Mary Langman, MLA governmental relation's liaison,
who is very knowledgeable and active in providing information concerning legislation,
and in keeping the MLA website current.
In the coming fiscal year a rewrite of the "manual" for this committee needs
to be undertaken by Connie and other committee members. The actions of the committee
have been so enhanced by the use of the Internet, that the old manual is now
very out of date.

Honors and Awards Committee - 2002 Annual Report

Nominations were solicited during the year for the four awards for which the
committee is responsible. The only award that didn't receive any nominations
was the Martha C. Watkins Scholarship. The honorees this year include:
SC/MLA Academic Librarian of the Year:

Hospital Libraries Committee - 2002 Annual
Report

To promote the hospital librarian, the chair submitted news and information to
the editor of Southern Expressions and it was published. Working with Susan Selig,
Chair of the Honors & Awards Committee, the chair has been identifying and updating
the list of Hospital Librarian of the Year Award winners.
Programming and speakers have been arranged for General Session #2 and the Hospital
Librarians Luncheon at the Nashville chapter meeting in October 2002.
Nominations for the 2002 Hospital Librarian of the Year Award were solicited
on the listserv, in Southern Expressions, and with a page included in the packet
mailed for the SC/MLA Nashville meeting. Five worthy names were put forward and
the committee reviewed the applications.
Jan Orick, librarian at St. Jude's Children's Research Hospital, Memphis, TN
was selected as the 2002 Southern Chapter Hospital Librarian of the Year. She
will be presented with a plague and $250 at the Nashville meeting, during the
Hospital Librarians Luncheon.
The chair will submit Ms. Orick's nomination for the Medical Library Association's
Lois Ann Colaianni Award for Excellence and Achievement in Hospital Librarianship.

Membership Data as of October 9, 2002 : 343 members (276 paid renewals, 55 new
members, 12 honorary)
Note : 26 more members than last year; 91% renewal rate + more new members than
usual.
Recruitment and Retention
- Each committee member followed up with the nonrenewers and late renewers
from her state.
- Committee members used list of MLA members to identify potential new members
for SC/MLA.
Committee Manual
- Manual prepared and available on website as of November 5, 2001.
Mentor/Mentee Program
- Mentor/Mentee forms updated and hopefully will be approved at the executive
board meeting.
- Mentoring program guidelines to be reviewed for approval at the executive
board meeting.

Program Committee - 2002 Annual Report

The annual meeting of the Southern Chapter of the Medical Library Association
(SC/MLA) will be held October 17-20, 2002 in Nashville, TN at the Sheraton Nashville
Downtown Hotel. The host for the meeting is The Annette and Irwin Eskind Biomedical
Library of Vanderbilt University. The meeting website is http://www.mc.vanderbilt.edu/SCMLA2002.
The program theme, “Libraries Creating One World: Connections, Collaboration,
Cooperatives,” was selected to invite attendees to explore new opportunities
for providing library services beyond the traditional primary service clientele. “Creating
One World” looks back to the September 11th and also looks forward to innovative
solutions based on collaboration that are the hallmark of our region.
Highlights of the program include an opening session by Dr. William Stead, Associate
Vice Chancellor of Health Affairs at Vanderbilt University and national leader
in the medical informatics community, who will speak to new directions in our
profession. The annual Vanderbilt Cunningham Lecture, presented by Dr. Toni Carbo,
provides Southern Chapter members with another special opportunity to hear a
national lecturer. Other general sessions address key professional challenges
related to library recruitment and mentoring, student internship programs, and
a variety of new models for library outreach. Our MLA president, Linda Watson,
will be a featured speaker. Janice Kelly will provide an update from the NN/LM
and Jean Shipman, immediate past MLA Board member, will report on the MLA/NLM
Informationist conference.

Public Relations Committee - 2002 Annual Report

The Public Relations Committee was recently formed on an Ad Hoc basis.
The committee is charged to:
- Publicize the Southern Chapter and its activities, both internally
and externally, by promoting knowledge and information about libraries, librarians,
and health libraries in particular.
- Increase the visibility of health sciences librarians and public
awareness about the field of health sciences librarianship.
- Encourage health sciences librarianship as a career.
We have accomplished the following:
- Prepared model press releases to send to CEO's, bosses, and the media.
- Established a working model for distributing information about officers.
- Published Chapter officer information in the local business newspapers.

Research Committee - 2002 Annual Report

Research Committee highlighted research activities in the Research Spotlight
column of Southern Expressions. This year various committee members wrote articles:
- "Research Committee information on the SC web page" by Addajane Wallace
- "Annual Research Award of $1000" by Helvi McCall
- "NN/LM's Southeastern/Atlantic Region offers funding/research" by Rita
Smith
Information about the Research Committee, research mentors, awards and research
information was updated on the Southern Chapter web page.
Structured abstracts of research presented in papers or posters at the Tri-chapter
meeting held in October, 2001 in New Orleans were added to the SC web page.
The Committee completed evaluation of research applications for 2001 and did
not make an award.
The Committee solicited applicants for the 2002 Research Award and received one
application. Committee members evaluated the project and granted the annual award
of $1000 to John J. Orriola, principal investigator and Ellen E. Stanley, collaborator
of the Shimberg Health Sciences Library, University of South Florida for a study
on strategic competency-based incremental literature searching instruction for
the medical student. The goal of the research is to develop standards for information/library
instruction for medical students integrated with the medical curriculum.
The Committee did some preliminary investigating on the feasibility of a chapter
wide research project in collaboration with K Cogdill, Assistant Professor at
University of Maryland, College of Information Studies on measuring the value
of library services. The committee suggests that this work continue.

Strategic Planning Committee - 2002 Annual Report

Committee Members:
Janet Fisher, Lynn Fortney, Jocelyn Rankin, Mary Fran Prottsman, Linda Flavin,

The Strategic Planning Committee is chaired by the Past-Past Chapter Chair and
consists of the Chapter Chair, Chair-Elect, and Immediate Past Chair. The Database
Manager is an ex-officio member. The committee was chaired by Tom Singarella
(2001-2002).
The SC/MLA Strategic Plan, approved in October 1999, was last updated in 2001
on the chapter Website. The current Committee would like to acknowledge the significant
input and contributions of the past chairs responsible for the current revision
(Diane Rourke, Dixie Williamson, Nancy Clemmons, and Rosalind Lett). We believe
that the SC/MLA Strategic Plan includes a wealth of excellent information to
guide the Chapter.
On June 25, 2002, the chair of the Strategic Planning Committee distributed the
current Strategic Plan along with a cover memo to the committee requesting that
the Plan be reviewed and evaluated and that comments, along with suggestions
for possible revisions, be sent to the chair. A lively email discussion ensued.
Several members of the committee felt that the length, detail, and repetition
within the plan could be overwhelming, and the degree to which the SC/MLA executive
board referred to the plan when working on association business needed greater
clarity. We believe that a Strategic Plan is important for our association but
suggest that it may be difficult to use the Plan as an effective reference tool
(when conducting day-to-day business) in its present format (e.g., some responsibilities
and initiatives may be difficult to locate within the plan). We suggest that
the Strategic Plan needs to be developed into a more user-friendly format. For
example, the suggestion was made that we separate goals for the association (e.g.,
governance, finance) from the goals for our members (e.g., communication, professional
development). Therefore, we suggest that the Strategic Planning Committee next
year address these issues in more detail, and recommend appropriate format revisions.
